Licensed Aircraft Engineer", What Is It Exactly"?

Hi all

I think that this is my first post here in this forum..
Please forgive me when this is a totally stupid question, but I have absolutely no knowledge about technical things and technical jobs.

I am reading
quite often the "job pages" on airline websites and I noticed very often that many airlines are searching for "Licensed Aircraft Engineers".

So what exactly does the licensed mean? Are there also "unlicensed" aircraft engineers? Does this license refer to the aircraft type you are allowed to maintain/repair or does it only say that you made an apprenticeship and an exam as an aircraft engineer?

Which institution is issuing this license? Is it the airline you are working for or the aviation authority of the country you are working in?

Sorry again if this is a stupid question, but as I wrote above, I am very clueless when it comes to technical things.

a CAA Licence or a JAR66B1 licence ]
A Licenced Aircraft Maintenance Engineer is, within his scope of his licence, authorised to maintain, troubleshoot and rpair aircraft in accordance with the technical standards and approved documents and to certify aircraft fit for service. This means he carries the responsibility that the aircraft is technically airworthy
